Pasig presents 2024 Annual Investment Program
Pasig City recently organized a three-day workshop from May 18-20, 2023, focused on streamlining the mainstreaming and attribution of various programs, projects, and activities (PPAs) outlined in the 2024 Annual Investment Program (AIP). The objective was to ensure that the PPAs, especially those that should be tagged or attributed to other offices' budgets or statutory and mandatory obligations, are appropriately reflected in their respective AIPs.
The workshop was attended by members of the Local Finance Committee and offices responsible for consolidating the city government's diverse needs (e.g., Office on General Services for common-used supplies, Management Information Systems Office for information and communication technology equipment and software, Human Resource Development Office for capacity development interventions). It also involved offices overseeing Special Purpose Funds (e.g., Disaster Risk Reduction and Management Office for the Local Disaster Risk Reduction and Management Fund, 20% Comprehensive Development Fund, Gender and Development Office for the Gender and Development Fund). The City Planning and Development Office led the three-day workshop, not only for mainstreaming and attribution purposes but also to finalize and package the 2024 AIP as part of the preparation for the Full City Development Council (CDC) meeting scheduled on May 23, 2023.
In addition to preparing for the full CDC meeting, the packaged 2024 AIP was presented to members of the City Development Council representing various civil society organizations. The Full Presentation of the 2024 AIP took place from May 20-21, 2023, with 26 representatives from 15 civil society organizations attending the presentations. Before officially commencing the AIP presentations for each sector, an overview of the AIP formulation process and the steps taken was provided.
On the first day, presentations focused on the summary of the 2024 AIP in the Social Sector, covering subsectors such as Housing, Education, Sports and Recreation, Welfare, and Public Safety. Sectoral co-chairs from different Pasig City government offices, including the Pasig Urban Settlemets Office, Education Unit, Office on Social Welfare and Development, and Pasig City Anti-Drug Abuse Office, led the presentations.
On the second day, the presentations continued with the AIPs from the remaining sectors: Economic, Environment, and Institutional. Sectoral co-chairs from the Pasig City Local Economic Development and Investment Office, City Environment and Natural Resources Office, Solid Waste Management Office, and Human Resource and Development Office led the presentations. Due to time constraints caused by extensive discussions, the presentation of the Infrastructure Sector's AIP was postponed and will be conducted during the CDC meeting.
Following the presentations, members of the civil society organizations participated in post-activity processing facilitated by the Institute of Politics and Governance.
Workshops like this serve as mechanisms for the Pasig City government to further enhance participatory governance by ensuring the functionality of local special bodies like the CDC, complying with the required CSO membership, and empowering CSOs to ensure their deep and productive engagement in governance.
