I must admit that I am no fan of Junior. I was in my formative years when Senior reigned the country. Despite my aversion, I duly acknowledge his positive actions like engaging or transferring Atty. Cheloy V. Garfil from the Land Transportation Franchising and Regulatory Board to the Office of the Press Secretary.

While Junior is reportedly scouting the replacement of Trixie Angeles, Garafil, who takes in the undersecretary hat at the OPS, has been designated as officer-in-charge.

There’s nothing like a former journalist steering the spinning. Garafil fully understands the notion of deadline. From the reaction of those covering the Palace, Garafil is quick to the draw. Malacanang‘s reactions on evolving, unfolding, developing issues are handed down early, making life a bit easier for reporters.



Here’s the hanging question among Palace reporters: considering she’s far better than her predecessor, what are you waiting for, Junior? Why not appoint her as the OPS secretary and spokesperson?

Of course, her government service experience is something to salivate on. Unlike her predecessor, who was meted-out a three year suspension in 2016 by the High Tribunal for violating the provisions of the Code of Professional Responsibility, served as service director at the Committee on Rules of the House of Representatives and prosecutor for the Department of Justice and State Solicitor for the Office of the Solicitor General.

Angeles resigned reportedly not because of “health reasons.” but the tittle-tattle circulating around Malacanang grounds is that she, allegedly, does not see eye-to-eye with both the Lady of the Palace and the Little President.

True or fake news, the change was affected.

Another changing of the guards looms at the Bureau of Internal Revenue (BIR). Talks going along Agham Road is that the current Commissioner Lilia C. Guillermo will be plucked out of the BIR and will be transferred to the Department of Finance (DOF).

Guillermo will take charge of the Revenue Operations Group of the DOF vice resigned Antonette “Tonette” Tiongco, who is a holder over from the six-year stewardship of Carlos G. Dominguez.

In her stead is tax lawyer Romeo Lumagui, Jr., concurrently BIR deputy commissioner for operations.

Change in the BIR leadership and the transfer may take place soonest - this week or as early as I write this.
