The 12th City Council held its 95th regular session on November 21, 2023, at the government building, addressing pivotal resolutions brought forth by the executive committee of the City Development Council. Among these were "A resolution approving identified infrastructure projects for the fiscal year 2024 under the 20% development fund" and "A resolution adopting the 2024 annual investment program of the City of Manila," spearheaded by Councilor Salvador Philip Lacuna.

Under the guidance of Majority Floor Leader Councilor Ernesto "Jong" Isip Jr., a myriad of ordinances and resolutions related to Transportation, Ways & Means were submitted to the designated committee for review.

The session saw the accreditation approval of the Panay Roxas Cebu TODA Association Inc. and Dampa Sasa ng Palayan Inc. as People's Organizations in the city of Manila, authored by Councilor Ricardo "Boy" Isip Jr. Lastly, deliberations centered around granting a special use permit for the Petron Gas Station situated in Paco, Manila, brought forward by Councilor Krystle Marie "Krys" Bacani.
