Activists Question Resumption of Pasay City Reclamation Projects, Amidst Government Approval

An activist fisherfolk group has raised concerns over the revival of two reclamation projects in Pasay City, initially suspended three months ago. President Ferdinand Marcos Jr.'s decision to allow the continuation of these developments has triggered inquiries regarding the sudden reversal of Malacañang’s suspension order encompassing all Manila Bay reclamation projects.

The Pasay City government confirmed the exemption of the projects under the Pasay Eco-City Coastal Development from the suspension order. Mayor Imelda Calixto-Rubiano assured compliance with the standards set by the Department of Environment and Natural Resources (DENR), the Philippine Reclamation Authority (PRA), and the city government.

The exempted projects include Pasay 265, a joint venture with Pasay Harbor Corp. covering 265 hectares, and Pasay 360 with SM Smart City Infrastructure and Development Corp., linked to the SM Mall of Asia complex.

However, neither Malacañang nor the DENR has officially confirmed the resumption of these projects. Environment Undersecretary Jonas Leones expressed surprise at reports of clearance for the developments, stating no activities had resumed. He clarified that pending an environmental compliance review, the Office of the President would make the final decision.

Albay Rep. Joey Salceda supported the President's move, citing Pasay City's positive reclamation track record. He highlighted the potential real estate assets, estimating a substantial contribution of P563 billion to the government's coffers and emphasized compliance with the Urban Development and Housing Act for housing funding.

In contrast, the fisherfolk group Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) reiterated its call to halt all reclamation projects in Manila Bay. Chair Fernando Hicap emphasized the projects' adverse impact on marine ecosystems and livelihoods, urging a complete termination and revocation of environmental permits during the assessment.

The DENR declined to comment further on the issue, as Secretary Maria Antonia Yulo Loyzaga deferred to the PRA, citing ongoing matters during her absence at the 28th United Nations Climate Change conference in Dubai.
