Gov't plans to build 10,000 housing units in Clark

The Pambansang Pabahay para sa Pilipino (4PH) Program is set to initiate the construction of 10,000 housing units in Clark, according to Joshua Bingcang, President and CEO of the Bases Conversion and Development Authority (BCDA). Finalizing a deal with the Department of Human Settlements and Urban Development (DHSUD) and a local developer, the BCDA aims to build these units in a 100-hectare area within the New Clark City in Bamban, Tarlac.

"We'll make sure the design, the amenities, the facilities are at par with what we would like," Bingcang mentioned, emphasizing the commitment to quality in this flagship development. The New Clark City, spanning 9,450 hectares, is envisioned to be the country’s first smart and green city, incorporating office spaces, industrial zones, tourism development, and more.

To enhance connectivity, road networks linking New Clark City and the Clark Freeport zone are underway, reducing travel time between BCDA properties. Bingcang stated ongoing collaboration with Congress to convert the land designated for the 4PH Program from leasehold to freehold. This shift would empower beneficiaries to own the land rather than holding occupancy rights.


Allocating 5 percent of the entire Clark property, roughly 1,500 hectares, for residential development, BCDA envisions a socially inclusive community. Bingcang emphasized affordability, intending to create a compact neighborhood with residential and commercial areas, along with community facilities like churches and schools.

The initiative aims to address the housing needs of the workforce, as approximately 138,000 workers in Clark currently reside outside the freeport zone. The BCDA aims to provide an economically viable solution, ensuring a balanced and inclusive development in Clark.
