Valenzuela announces one-time amnesty for bike lane violators

Valenzuela City residents who violated the city’s bike lane ordinance for the first time from January 3, 2022 to May 23, 2022 will be granted a one-time amnesty, the local government announced on May 27, according to a report by Manila Bulletin.

Under Ordinance No. 1009-2022, which was passed by the city council on May 23, residents caught violating the bike lanes rules through the No Contact Apprehension Program (NCAP) on the said dates, who are yet to settle their penalties, may answer a “Bike Lane Amnesty Application Form”, which they can get from the Valenzuela City Traffic Violation Adjudication Committee (VCTVAC), to apply for the one-time relief.

They should present at least two valid government-issued identification cards as proof of residence, a photocopy of the Land Transportation Office (LTO) official receipt, and a certificate of registration.

The certificate of registration should bear the name of the applicant and the address indicated should be in Valenzuela.

Violators can submit the requirements at the VCTVAC’s office located at the City External Sevices Office in Barangay Dalandanan.

The local government said that the VCTVAC will review the applications and may call for the presence of the applicant in case additional documents and clarifications are needed.

It added that those who already settled their penalties on or before May 23 are not eligible for refunds.

The city also implemented under the same ordinance the adjusted rates of the bike lane violation fees.

Those who violated for the first time will be fined P500 instead of P2,000, while second-time offenders will be fined P1,000, lower than its previous rate which is at P2,500.

Violators who will be caught for three times or more will be fined P1,500. Previous rate is at P3,000.

Residents can coordinate with the VCTVAC office for questions regarding the ordinance.

The NCAP took effect in the city in 2019 to ensure road safety without the need of physical contact between traffic enforcers and motorists, while its bike lane on MacArthur Highway was officially opened to the public last Jan. 3, 2022.
