The Taguig Learners' Certificate aims to give a choice to those graduating from public elementary schools in Taguig to continue high school in partner private schools in the city. It decongests public schools to provide the students an environment conducive to learning.

The city shoulders the tuition fees as well as the miscellaneous fees of TLC scholars, who don't have anything to pay to the partner private schools.
