Quezon City holds voting on priority programs

The City Planning and Development Department has released the results of the initial round of votes from the members of the City Development Council (CDC) on priority programs to be included in the City’s Local Development Investment Program (LDIP) for 2021-2023.

The votes have been tallied live via Zoom last October 16 and was attended by representatives from the Department of the Interior and Local Government (DILG), barangay captains from the city’s 142 barangays and the rest of the CSOs, NGO/PO members.  

Mandated by RA 11469 (the Bayanihan to Heal as One Act) to continue exercising autonomy on matters undefined within parameters of a cohesive and orderly implementation of the national policy to address Covid-19, the QC Interim LDIP, adopted by the Quezon City Council on June 25, 2020 was excluded from the list of PPA’s selection voted upon.  

From a total of 80 proposed programs and projects offered by the stakeholders during previous consultative workshops, a total of 51 project proposals distributed among the 5 development sectors (social, economic, infrastructure, environmental and institutional) have been identified. 

Among top three voted programs from first screening are:

Social Development Sector:
-    Health Human Resource Development Program
-    Upgrading of Regular Health Centers to Deliver 24-Hour Service
-    Implementation of Universal Health Care Law: Improving Health Service Delivery
Economic Development Sector:
-    Development of Medical Integrated Program
-    Market Rehabilitation Program
-    Development of New Major Food Markets / Food Terminal / Warehouse (In Partnership with the National Government)
Environmental Development Sector:
-    Establishment of Permanent Evacuation Centers
-    Responsive Special Waste Management Operations
-    Establishment and Installation of an Effective Monitoring System
Physical and Infrastructure Development Sector:
-    Flood Control and Drainage Development Program
-    Road Network Development Program
-    Socio-Economic Infrastructure Development Program     
Institutional Development Sector:
-    Construction/Improvement of Government Building Offices / Facilities
-    Enhancement of Communication System
-    Networking and Web Page Services, On-Line Computer Based Information System

The result of this rating exercise will serve as basis of the CDC during plenary in classifying which among these programs/projects shall be treated as priority for implementation for 2021, 2022 and 2023 annual budgets. 

The Local Development Investment Program is formulated through a highly-consultative process to provide policy guidance in allocating the investible portion of the annual general fund budget for implementing and funding development programs, projects and activities identified in the Comprehensive Land Use Plan (CLUP) and the Comprehensive Development Plan (CDP) of the city.
