Quezon City creates internal audit body
Quezon City Mayor Joy Belmonte, through her first executive order, created an Internal Audit Service (IAS) to ensure good governance and transparency in Quezon City.
In her inaugural speech on June 30, Belmonte said that the creation of an IAS was her first executive order to help her administration ensure good housekeeping.
“Good governance, friends, begins with transparency and accountability,” Belmonte said.
The IAS shall evaluate management controls and operation performance, as well as determine the degree of compliance with laws, regulations, managerial policies, accountability measures, ethical standards and contractual obligations of the local government's executive department.
The IAS will also analyze and evaluate management deficiencies and assist top management by recommending courses of action.
A Compliance, Management, and Operations Audit will also be created under IAS, which will be tasked to evaluate the achievement of control objectives, including safeguarding of assets, checking the accuracy and reliability of accounting data, adherence to managerial policies, compliance with laws, rules, and regulations by utilizing internal auditing methods.
IAS will have a full, free, and unrestricted access to all functions, premises, assets, personnel records, inventory, and other documents and information the new chief executive said is necessary for undertaking internal audit activities and maintaining impartiality among offices.
The establishment of IAS is in line with Republic Act No. 3456, the Internal Auditing Act of 1962, as amended by RA No. 4177.
