Belmonte  orders probe on corrupt QC execs

 Quezon City Mayor Joy Belmonte ordered an extensive probe on the supposed shady market deal in the city.

“Walang puwang ang anumang uri katiwalian sa aking administrasyon. Dapat nating imbestigahan ang anomalyang ito para mapapanagot ang sinumang nasa likod nito (Corruption has no place in my administration. We should investigate this anomaly to make the guilty parties answerable),” said Belmonte.

A furious Belmonte said that no one is above the law and has vowed to impose the most severe punishment to the people behind this anomalous transaction.

Belmonte said that even those close to her will not be spared from the punishment if they are found guilty of any corrupt acts saying this is part of her promise of good administration.

The city mayor discovered during one of her market tours that some 200 vendors have been operating without permits under the Luzon flyover.

According to these vendors, they have been paying “butaw (illegal fees)” of P150 per stall daily to a private company that only issues an acknowledgment receipt under the name “Luzon Wet and Dry Market.”

A disgusted Belmonte asserted these parties only subjects the poor to more financial burden and inconvenience.

The head of the Market Development and Administration Department (MDAD) of the city has tendered irrevocable resignation.

The private company was identified as Efficient Business Management Outsource Inc. or e-Manage.

The company has been remitting business taxes to the city as it declared that it is a management consulting firm.

“Si e-Manage, bayad lang siya ng taxes niya pero hindi natin ito binigyan ng business permit to operate a wet and dry market (E-Manage has only paid taxes but we never issued permits for the firm to operate as a wet and dry market.),” Margie Santos, officer-in-charge of the Business Permits and Licensing Department (BPLD), said.

The city has tried to get the side of e-Manage but no one was available to discuss the issue.

The local government also requested for pertinent documents to no avail.

Belmonte allowed the vendors in the area to continue their operations.

The QC local government asked the Department of Public Works and Highways (DPWH) to let the vendors stay in the area while the city is looking for an ideal relocation site for them.

Belmonte stressed that relocation should soon happen to ensure the safety of the people as electrical wires and cables are illegally installed to run the market.
