PNP cites NCRPO as best police regional office

The National Capital Region Police Office (NCRPO) was recognized as the Philippine National Police's (PNP) best regional office. 

NCRPO chief, Maj. Gen. Guillermo Eleazar said this was the first time that the office was named as best police regional office. Eleazar received the award during the 118th anniversary of the PNP on Friday afternoon.

“I truly cannot describe the elation I feel about this historic achievement by the NCRPO. For the first time in decades, the NCRPO's time to shine has finally arrived. I commend all the officers, men and women of our different districts for a job well done. You do us proud and you inspire everyone to continue to raise the bar of excellence in the performance of your tasks, our tasks. I congratulate you all,” Eleazar told the Philippine News Agency (PNA).

The NCRPO bested four other regional offices vying for the award -- the Police Regional Office (PRO) 6 (Western Visayas), PRO-12 (Soccsksargen), PRO 4-A (Calabarzon), and PRO-8 (Eastern Visayas).

Eleazar thanked PNP Chief, Gen. Oscar Albayalde, a former NCRPO chief, for the reforms he initiated in the regional office.

“Aside from pursuing without pause, the campaign against illegal drugs and crimes, former Metro Manila top cop and now (the) country’s top (cop), Gen. Albayalde, introduced his internal cleansing program with the purpose of eradicating marginal drug transactions and recycling of drugs, as well as common crimes committed by our own companions in the PNP,” he said.

"His (Albayalde) internal cleansing policy paved the way for us to accomplish so many things here in NCRPO. In short, Gen. Albayalde planted the seeds and created the templates that are bearing fruit now in this regional police office. I thank you and salute you,” he added.

Eleazar also thanked President Rodrigo R. Duterte for zeroing in on the illegal drug trade as a priority of his administration.

“For sure, in the area of peace and order, our President is proving himself absolutely correct. By raising our salaries and allowances, he gave us the chance to lessen the financial stress among our personnel, thereby improving every police officer's productivity. The President re-instilled the pride and self-respect of all members of the PNP,” he said.

Eleazar also thanked former PNP chief and now Senator Ronald "Bato" dela Rosa for his "firm resolve" in the campaign against illegal drugs.

“To celebrate, but not to speak about those people who helped us achieve this milestone, leaves me empty and inadequate. For the truth is, the people I shall thank paved the way for this, our success in NCRPO. These people, in reality, made our job less difficult than what it was traditionally,” he said.

Earlier, Eleazar said the focus crimes in Metro Manila decreased by 57 percent on the first 35 months of the Duterte administration compared to the last 35 months of the previous administration.

Based on figures released by the NCRPO and obtained by the PNA, Eleazar said the number of crimes against persons and crimes against property decreased to 49,115 from July 2016 to May 2019.

This translates to a 57.69-percent decrease from the 116,089 cases from August 2013 to June 2016, during the administration of former president Benigno Aquino III.

Crimes against persons include murder, homicide, physical injuries, and rape, while crimes against property are robbery, theft, and motor vehicle and motorcycle theft.

The NCRPO also noted a steady decline in the number of these crimes from 21,782 in 2016; 18,580 (2017); and 14,911 (2018).
From January to May this year, a total of 5,277 incidents of focus crimes had been recorded.

Eleazar attributed the decrease in the volume of crimes to the public reporting to the police of untoward incidents, as well the police force's aggressive and intelligence-driven campaign against criminal gangs, terrorists, and lawless elements.
