Navotas to employ ‘katok system’ to deliver food stubs

Navotas City will apply the “katok (knock) system” to distribute the grocery packages for residents affected by the enhanced community quarantine of Luzon due to coronavirus disease 2019 (COVID-19).

Navotas Mayor Toby Tiangco said this means city officials will be “knocking” on the doors of the residents to hand them food stubs.

The food stubs will be used to claim the grocery packages, which are dedicated for residents, at a designated school. Only one person per household will be allowed to go outside.

To ensure social distancing, Tiangco said, city officials will have to wait for 30 seconds before knocking on the door of another resident. This way, an influx of residents in designated schools will be avoided.

Tiangco reminded his constituents that only people with food stubs will be allowed to go outside. Those without them will violate the home quarantine law, which “can prompt police to arrest you.”

The city government has prepared 18,000 packs containing various grocery items. Tiangco said residents of poor households, or those living near waterways and other danger zones and who are informal settlers, are the top priority to receive the food packs.
