Mayor Toby Tiangco congratulated the recent graduates, composed of barangay representatives and members of the city’s volunteer rescue groups.

Navotas is surrounded by bodies of water, the Manila Bay and Navotas-Malabon River that is why it is important that they can ensure safety of their constituents during times of calamities.
