BuCor puts up new wall on New Bilibid Prison road

The Bureau of Corrections (BuCor) erected another wall inside the New Bilibid Prison (NBP) reservation in Muntinlupa City, according to a report by Manila Bulletin.

Photos from Barangay Poblacion showed prisoners building the wall on the road leading to the Type B area Sunday.

The wall, which is about 4 ft high, runs the width of the road, and is located on the road near the main gate of the NBP, preventing vehicles from passing through.


An NBP resident who lives in the Type B area said they were made to go around the longer route through the NBP Sunken Garden to reach their house.

The Muntinlupa City government has yet to comment on the new wall and BuCor has not explained the purpose of the wall as of press time.

Muntinlupa Rep. Ruffy Biazon criticized BuCor for building the wall without any coordination with the city government.

“It is deplorable that inspite of the issue of non-coordination with LGUs and the illegality of erecting a wall on a road in violation of the civil code when Bucor blocked the road leading to Southville, Bucor has once again done the same in the area called Type B,” he told the Manila Bulletin.

He added, “The bureau is overextending the interpretation of the provision of the BuCor modernization law and using it to oppress the citizens of Muntinlupa residing in NBP. Their justification for doing such measures are unacceptable since there are other ways to address the security concerns of the Bureau.”

“This is disrespect not only to the officials of Muntinlupa but to the Secretary of Justice himself who is still in the middle efforts to try to resolve the issue of the blockage of Insular Road,” said Biazon.

In March, BuCor built a wall on Insular Prison Road that leads to the Southville 3 housing project and closed the road. The road, a part of which traverses the perimeter wall of the NBP maximum security compound, was the shortest route that Southville 3 residents used to go to the city proper.

BuCor Director General Gerald Bantag explained then that the closure of the road was implemented for safety, security and health concerns.

Biazon, Mayor Jaime Fresnedi and the City Council protested the building of the wall. The Department of Justice has yet to resolve the issue.
