The Metropolitan Manila Development Authority has not yet set a definite date for the closure of provincial bus terminals on Edsa.

MMDA general manager Jose Arturo “Jojo” Garcia Jr. said they were still finalizing the guidelines for the full implementation of the policy.

“There is no definite schedule yet. Hopefully, we can finalize the guidelines and policy with the Department of Transportation and the Land Transportation Franchising and Regulatory Board. AFter that, we can implement it,” Garcia said.

Garcia earlier said the MMDA intended to remove all 47 provincial bus terminals from Edsa by June.

The MMDA implemented a dry run of the provincial bus ban from  April 22 to May 6. During the dry run, the MMDA urged provincial bus operators to use the interim bus terminals in Valenzuela City and the city of Santa Rosa in Laguna.

Despite the end of the dry run, the MMDA said the strict enforcement of the no loading and unloading policy for provincial buses on Edsa remained in effect.

Recently, Albay Rep. Joey Salceda and Ako Bicol Partylist filed petitions before the Supreme Court to stop the implementation of the provincial bus ban.

The petitioners claimed the policy was anti-poor because only provincial commuters would be affected and that traffic congestion on Edsa was primarily caused by private vehicles and city buses.

Data from the MMDA show there are 12,000 passenger buses in Metro Manila, 8,000 of which are provincial buses and 4,000 are city buses.
