MMDA cracks down on 'habal-habal'

The Metropolitan Manila Development Authority (MMDA) vowed to apprehend unregistered or colorum motorcycles and habal-habal plying the streets of Metro Manila.

MMDA general manager Jojo Garcia said the agency was tapped by Antonio Gardiola Jr., chairman of the Department of Transportation’s Technical Working Group conducting a pilot study on motorcycle taxis.

Garcia said they will particularly apprehend riders who are not included in the master list of participants included in the pilot study on motorcycle ride-hailing apps, namely Angkas, Joy Ride and Move It.

“Other ride-hailing apps like Sampa and Kandong are not permitted to operate and therefore are all illegal. We will also be on the lookout against habal-habal riders and terminals,” Garcia said.

To help government enforcers, he urged the public to report the locations of habal-habal terminals and report them to the MMDA through its social media accounts on Facebook and Twitter.

As to the procedures of apprehension, Garcia said traffic enforcers would check their driver’s license and verify the names in the master list. Those not included in the list shall receive a citation ticket.

Gardiola turned over the master list that will be used as the traffic enforcers’ basis of apprehension.

“Names of riders not included in the master list will be apprehended as colorum and their motorcycle units will be impounded. Let us not abuse the government and make sure that riders are all legitimate,” Garcia explained.
