LTO ends driver's license backlog

The Land Transportation Office (LTO) under the leadership of Department of Transportation Assistant Secretary Edgar Galvante and the guidance of Transportation Secretary Arthur Tugade has ended its long-standing backlog on the issuance of licenses.

The backlog in driver’s licenses, totaling about three million, started in 2013 and was fully addressed only in 2017.

From just issuing paper receipts in the past, the LTO now issues plastic license cards with a five-year validity, and equipped with 32 security features.

The LTO is currently enhancing its information technology (IT) system to streamline its transactions, including the application and renewal of licenses.

Applicants for license renewal now only need to set up an appointment via the online Personal Appointment and Scheduling System.

Driver’s license renewal offices in malls nationwide are also open on Saturdays to process renewal and student permit applications.

The agency will also deploy self-service driver’s license renewal kiosks in malls across the country to help ease long queues and address the problem of fixers in their regional offices.

Meanwhile, to address the issue of fake medical certificates, some LTO offices will only accept medical certificates submitted online by accredited clinics and doctors starting January 2019.

The LTO aims to further harness digital technology to improve efficiency in service, and eradicate corruption and red tape.
