DILG praises Marikina council for passing traffic ordinances
The Department of the Interior and Local Government (DILG) heaped praises on the Marikina City government for passing two ordinances that support President Duterte’s directive to clear the roads of obstruction.
DILG Secretary Eduardo M. Año urged the country’s local government units (LGU) to emulate the Marikina City Council and enact similar ordinances.
He noted that Marikina City’s passage of an ordinance that allows motorists to use subdivision roads, and an ordinance imposing a “No Garage, No Permit” policy was urgently needed to address the perennial problem of traffic in Metro Manila.
“To ease the traffic condition in the country, LGUs must be decisive and show political will in enacting new policies and we commend Marikina City for doing just that,” said Año.
The Marikina City Council recently passed an ordinance that “will remove the gates of private subdivisions to authorize the public to pass through and use their roads”.
Año explained the current traffic condition in the country, especially in urban areas, has already caused much damage to the economy and opening private subdivision roads as secondary or alternate routes can help ease traffic in some areas.
Opening up the gates of subdivisions may not sit well with the homeowners, but will greatly contribute in the goal to improve traffic in the country,” he added.
He emphasized the government understands their concerns but urban planning experts have vouched that this scheme can work among other measures that can be implemented by the LGUs.
He appealed to the subdivision homeowners for their patience and understanding citing opening their gates to motorists will relieve the congested roads from horrendous traffic jams.
Marikina City also has implemented a ‘No Garage, No Permit Ordinance’.
Under this policy, the city government will not grant permits to businesses unless they provide adequate parking facilities.
The ordinance stated that “anyone who intends to construct a structure shall be required to show proof like the presentation of a building plan or blueprint or, attesting to the availability of a permanent parking space or facility on his/her proposed construction as a requirement for the issuance of a building permit.”
The DILG Chief added Marikina’s ‘No Garage, No Permit Ordinance’ was consistent with the Department’s campaign for Congress to pass the “No Garage, No Car” policy.
“We have already prodded Congress to pass a law that will prohibit the sale of a vehicle if the buyer is unable to provide proof that he has a garage where he can park his car,” he says.
“It is a good development that LGUs in Metro Manila have been showing innovation as they comply with the President’s directive,’’ he noted.
Earlier this month, San Juan City encouraged lot owners to lease their idle land areas, and convert these into pay-parking areas.
