BFP, BJMP to build facilities in Marikina

The Department of the Interior and Local Government (DILG) and the city government of Marikina have signed a deed of usufruct allowing the DILG and its Bureau of Fire and Protection (BFP) and Bureau of Jail Management and Penology (BJMP) to utilize the city's lands where they can build and operate their facilities, according to a report by Philippine News Agency.

Under usufruct, the ownership and title of the real property remains with the local government of Marikina City while the DILG, BFP and BJMP, as the usufructuaries, are given temporary rights to use and derive benefits from the subject property.

The BFP, BJMP as well as the Philippine National Police are attached agencies of the DILG.

Interior Secretary Eduardo Año, Marikina City Mayor Marcelino Teodoro, and officials of the BFP and BJMP inked the deeds of usufruct on Tuesday afternoon.

"With the inking of partnership among Marikina LGU, the BFP, the BJMP, I am optimistic that we can shore up the capabilities of public safety institutions in terms of reducing criminality and improving the management of fire services, jail services, disaster risk reduction, and traffic," Año said in a statement on Wednesday.

Año thanked Teodoro for helping the DILG and its attached agencies improve the national government’s programs.

The DILG will build the Safe Philippines National Command and Control Center, one of the flagship projects of President Rodrigo Duterte, on a land provided by the local government of Marikina in Barangay Nangka.

The project aims to address problems such as traditional and evolving threats to public safety and security due to criminal acts, terrorist attacks, fire incidents, traffic congestion, and road accidents using the modern ICT technologies.

"With activated command center, BFP will be able to scale up its rapid response in times of emergencies while BJMP will further improve its capability in jail decongestion and reformation efforts," Año said.

The BFP will construct a BFP-NCR Regional Office, Marikina Central Fire Station, BFP Training Center and Museum on the same land having a total of 13,067 square meters.

The BJMP, on the other hand, will build a jail facility in Barangay Nangka with total lot area of 8,993 sqms.

Teodoro said the usufruct agreement is mutually beneficial to Marikina and the aforementioned national agencies, saying this is a good example of the whole-of-government approach where the local and national governments work hand-in-hand to solve particular problems such as traffic, criminality, and disaster.

"Today, we are making history for our citizens, not only here in Marikina, more importantly for our country. Today, we will enter the mutually beneficial usufruct agreement," Teodoro said after the contract signing.
