DSWD, DILG team up for Listahanan 3

The Department of Social Welfare and Development (DSWD) and the Department of the Interior and Local Government (DILG) teamed up to strengthen collaborative efforts in the conduct of Listahanan 3.

 DSWD Secretary Rolando Joselito D. Bautista and DILG Undersecretary Martin Dino signed the MOU, witnessed by the officials of both Departments on October 7, 2019 at the DSWD Central Office in Batasan, Quezon City.

The MOU provides for the stronger collaborative efforts in the barangays during data collection, receiving and resolution of grievances, and propagation of Listahanan 3 activities.

Listahanan 3 will start with data collection and analysis this October and will run until January 2020.

With a target of 16.1 million households nationwide, field workers will be deployed to identified pockets of poverty in the urban areas while saturation strategy will be applied in the rural classified barangays. These include 81 provinces, 145 cities, 1,489 municipalities, and 42,045 barangays.

The DSWD is mandated by Executive Order No. 867 Series of 2010 to adopt a targeting system as the standard mechanism for identifying poor households who shall be potential recipients of social protection programs nationwide. 

It aims to formulate a unified criteria for the identification of the poor through scientific means that will be maintained and updated by the   DSWD every four years.

The 1st Listahanan was conducted in 2009 which covered 10.9 million poor households nationwide.  Of this number, 5.2 million households were identified as poor.  The 2nd Listahanan, on the other hand, was conducted in 2015 covering 15.1 million households of whom 5.1 million were identified as poor.
