Comelec backs tax-free honoraria for teachers
The Commission on Elections on Thursday assured public school teachers who would serve as Electoral Board members in the May 13 midterm polls that it would help them get their honoraria, tax-free.
The Comelec said it was ready to assist teachers in getting their payment in full after rendering poll duties without the five percent tax deduction.
“The Comelec assures the public of its readiness to assist tax-exempt poll workers in their compliance with this Bureau of Internal Revenue requirement,” the poll body said.
The agency is deputizing its disbursing officers as administering officers in the execution and filing of the sworn declaration or affidavit.
The mandatory documentary stamp tax and the cost of reproducing the affidavit will also be shouldered by the Comelec.
Under BIR rules, no taxes shall be withheld from public school teachers serving as members of the Electoral Boards provided that they will execute and file with the Comelec the prescribed sworn declaration of having an annual income threshold of P250,000.
The Election Service Reform Act states that Electoral Board chairpersons are entitled to honoraria amounting to P6,000, EB members with P5,000, DepEd Supervising Officer with P4,000, and DESO Support Staff with P2,000.
All members of the EBs will receive travel allowance of P1,000 each.
The Comelec has allocated P3.2 billion to pay for the honoraria of EBs.
About 255,000 teachers will serve in Monday’s elections.
