Malacañang Palace hopes that the Congress’ version of the 2021 national budget will be submitted to President Rodrigo Duterte before the second week of December, according to a report by GMA News.

Presidential spokesperson Harry Roque Jr. told a news conference that the early submission of the budget bill will give the Executive department ample time to review and decide whether to veto some items.

“Kinakailangan pala mas maaga because the process of reviewing it entails a line-by-line analysis. I think it has to be earlier than the second week of December to give the Executive time to review the budget and to see if it will make specific line-item vetoes,” Roque said.

He also said that a timely enactment of the budget bill would ensure that the government will not operate on a reenacted budget by January 2021.

The fight for speakership had threatened to delay the passage of the national spending plan in the House of Representatives, prompting Duterte to certify the bill as urgent and call for a special session of Congress.

On October 16, the House under new Speaker Lord Allan Velasco passed the P4.506-trillion national budget with the Senate expected to introduce amendments next month.

Next year’s budget is expected to fund measures aimed at improving the country’s healthcare system, ensuring food security, increasing investments in public and digital infrastructure, and helping communities cope with the COVID-19 pandemic.
